His involvement in colonial politics deepens after scandalous pamphlets are discovered in his barracks. The material presents Kemp as a detailed character who can appear in a scenario or campaign as an ally, adversary, or replacement Investigator. Elements of his background can also inspire new character histories and plotlines within the Convicts & Cthulhu setting.
