DC Deck-Building Game: Black Racer and Reverse-Flash Promo Cards

Two promo villain cards introduce new threats and interactions for the deck-building system. One card represents a deadly enforcer from Apokolips that, once a player has amassed enough Power, can destroy multiple cards in the Line-Up and force an immediate refill; it costs heavily and awards modest Victory Points. The other functions as a Super‑Villain speedster: it grants immediate Power and a card draw, rewards card draws when players gain multiple Victory Points in a turn, and has a first‑appearance attack that forces all players to discard cards with VP value, with compensatory draws for discarded cards.
