Scarface 1920: The Enforcers Expansion

Adds three recruitable special characters, each with a miniature and two cards, that join the common market and remain on the board like vehicles rather than being removed. In multiplayer they act as powerful, limited-availability enforcers with passive skills that trigger at specific times, printed muscle and influence values, and effects on the crime rate. One card explains their board movement and interaction; the other lists their enforcer statistics and skill. In solo play the rival AI can be assigned an enforcer whose miniature marks its power on the map and whose solo-specific rules alter AI behavior and provide new tactical challenges.
