A growing city receives visitors seeking residence, work, or darker aims. Players evaluate newcomers and enforce the royal decree while managing local resources and opportunities. The expansion adds a new King's Order mechanic and Outsider cards that change whom players may accept, plus additional Building Bonus cards, Manuscript boards, and new Townsfolk, Heroes, and Manuscript tiles. Gameplay continues to center on drafting, worker placement, and tableau-building as players allocate actions, recruit characters, and pursue personal scoring objectives.
