Adds two new scenario boards that place the fellowship in Bree and Isengard, plus 13 feature cards and three additional Gandalf cards. Introduces Foe cards, which bring persistent enemy threats to the table, and Character Ability cards that grant each character a single-use special power. Players manage movement, encounters, and resources while adapting to these new hazards and one-shot abilities.
