Players command land, sea, and air forces represented by thousands of counters on large hex maps, conducting carrier strikes, naval engagements, amphibious assaults, ground offensives, strategic bombing, and submarine warfare. Turns represent months with a telescoping time mechanic that resolves operations at finer scales; players bid command points for initiative, set intelligence levels, conduct searches and detections, and execute maneuvers and combat with layered tactical and operational systems. Scenarios range from short solitaire learning engagements to multi-day campaign and full strategic games, with optional advanced rules and extensive historical detail.
