Players lead one of four rival nations in a steam‑age fantasy world, developing cities, producing goods, and expanding across continents and flying islands. Turn-by-turn play has players produce and trade resources, research technologies, recruit mercenaries, and build schooners or airships to found new cities. City space is limited, so players must manage placement and demolition when upgrading to advanced structures. Gameplay includes worker placement and resource management with variable end‑game goals determined by contract cards and regions; the second edition updates card balance, player-order resolution, and several timing and scoring elements.
